C. 20555 Subj ec t : Revision 17 to the Davis-Besse Unit 1 Updated Safety Analysis-Report (USAR) Gentlemen: The Toledo Edison Company is submitting, pursuant to 10-CFR 50.71, one (1) original plus ten (10) copies of Revision 17 to the USAR for-the-Davis-Besse Nuclear Pover Station, (DBNPS) Unit-1. Revision 17 to the USAR is an interim submittal, the purpose of which i is limited to the updating of-the DBNPS Fire' Hazards Analysis Report (FHAR) which is incorporated by reference _into USAR Section 9.5.1,' Fire-Protection Systems. As committed in Revision.16 to the.USAR,-Serial' 2069,-this update of the-fire protection program (USAR 9.5.1 and FHAR)- would be provided-by November 1, 1992. This interim update. transmits Revision'13 of-the FHAR to.the NRC. The update reflects facility changes implemented-between November 1, 1991-and May 1, 1992,- to USAR Section 9.5.1 and the FHAR. LA summary of the-i . major changes made-to the FHAR can be found in Attachment 1. Information contained in Revision 17 to the_USAR is-accurate to Hay 1, 1992. OF filar REVISION 13 MAJOR CilA?!GES Section 1 Added definitions as part of the relocation of the Fire Protection requirements in the Technical Specifications to the Safety Analysis Report. Section 2 Added references. Section 3 Deleted discussion of communications since this is nov discussed in Section 6. Section 4 Added a description and documented the fire hazard analysis of the Vet Vash Facility which was constru,ed prior to the seventh refueling outage. Updated fire areas to accurately reflect rooms with suppression and detection. Revised text to reflect the completion of Appendix R { modifications. Revised Section 4 to correct inconsistencies that existed between the filar and the Safe Shutdown Procedure. As a result of an Audit Finding, Section 4 was clarified for certain non-rated openings. Added a paragraph explaining the de-rating of FD-1101 and its associated penetration. Revised Tabtes to show modification v' ich provided for electrical isolation in certain Service Vater and Component Cooling Vater circuits in Fire Area R. Revised Section i to reflect the modification which installed source range flux monitoring in Room 402. Revised Tables to indicate cable routing changes that occurred as a result of the control room console panel changes in the Control Room. Revised the combustible loadings to reflect a more recent calculation. Section 6 Added a discussion of the communication systems and a summary of the radio system study. Section 8 Added Section 8, Operating Specifications. This was done in accordance with Generic Letter 86-10 with the relocation of the Fire Protection requirements in the Technical Specifications to the Safety Analysis Report.
