Fort St. Vrain Early Warning Alert System

Dear Mr. Johnson:
In accordance with your request for a written response to the referenced letter, Public Service Company of Colorado (PSC) submits the folowing information.
(1) PSC Planned Actions to Correct the Deficiency in the Primary Alert and Notification System:
PSC has researched programs in place at other utilities that use tone alert radios as their primary alert notification system.
Based on this research, the most effective means for improving public awareness of the tone alert radio system's importance to their well being is through increased efforts in public education and personal contact within the emergency planning zone (EPZ).* PSC has therefore initiated an advertising campaign in the local area surrounding Fort St.
Vrain.
This campaign will utilize both the newspaper and the radio broacasting media to better inform local residents.
In addition, a door-to-door tone alert radio check will be conducted to ensure that local residents are equipped with operable radios and are aware of proper operating instructions.

.3 (2) Schedule for Completion of Corrective Actions:
The initial phase of the advertising campaign will be completed by June 30, 1985, with additional compaigns following on a periodic basis in the future to ensure that '
public awareness is maintained. The door-to-door tone alert radio check program will be completed by June 15, 1985.
(3) Supplemental Means to be Provided for Promptly Alerting and Notifying the Public until the Deficiency is Corrected:
The existing Colorado State Emergency Plan includes provisions for' the Weld County Sheriff's Department to alert residents in the EPZ through ' root notification' (i.e., via squad car public address system, door-to-door notification, etc.) upon request in the event of emergency. Arrangements have been made with the Weld County Sheriff to initiate the
' root notification' program g!er any circumstance if an actual cmergency exists which requires activation of the tone alert radio system. This arrangement will remain in force until the tone alert radio system is determined to be acceptable.
PSC feels that the above plan of action will ensure that public health and safety is maintained in the event of an emergency at the Fort St. Vrain Nuclear Generating Station.
