[LINTON POWER STATlRN. UNIT NO, 1 p_0EKIT NO. 50-461 1.0 JNTRODUCTION By letter dated October 22, 1991, Illinois Power Company (IP) and Soyland Power Cooperative, Inc. (the licensee) requested an amendment to facility Operating License fio. NPF-62 for the Clinton Power Station (CPS).

The proposed amendment would revise the Technical Specifications (TS) by changing Section 6.2.3.2, INDEPENDENT SAFETY ENGif4EERING GROUP (ISEG) - COMPOS 1110ri.

The amendment would allow a person without a bachelor's degree in engineering or related science to become 3 member of the ISEG.

That person must hold or have held a CPS Senior Reactor Operator (SRO) license and have at least five years of nuclear power e serience.

Also, as a minimum, four of the required five ISEG members shall.. ave at least a bachelors's degree in engineering or related science.

Also, by [[letter::JSP-767-91, Application for Amend to License NPF-62 to Grant Exemption from 10CFR50,App J Local Leak Rate Testing of RCIC Vacuum Breaker Line Associated W/Containment Penetration 1MC-44|letter dated December 23, 1991]], the licensee proposed an amendment that would revise the TS by changing Section 6.3.1, Unit Staff Qualifications.

The amendment would change the position title, Supervisor - Plant Operations, to Assistant Director - Plant Operation.

This is an editorial change.

2.0 LVALVATION 2.1 Technical Specification 6.2.3.2 The criterion included in CPS Technical Specification 6.2.3.2 for requiring a bachelor's degree stems from Section ll.B.2.b of NUREG-0731, " Guidelines for utility Management Structure and Technical Resources," which states,

" Qualification requirements for these individuals [ members of ISEG] should be a level generally comparable to that described in Section 4.2 of ANSI /ANS 3.1 (December 1979 draft),

i.e., a bachelor's degree in engineering with two to four years experience in their field, or equivalent as described in Section 4.1 of ANSI /ANS 3.1."

However, Section 4.1 of ANSI /ANS 3.1 (December 1979 draf t) also states, " Individuals who do not possess the formal education requirements specified in this section shall not be automatically eliminated where other factors provide sufficient demonstration of their abilities.

These other f actors should be evaluated on a case-by-case basis."

The level of training and knowledge required to obtain an SR0 license is well documented and known.

The proposed change to Technical Specification 6.2.3.2 would provide the ability of the CPS ISEG to broaden its expertise with direct first-hand operations experience.

The proposed change would also require five years of experience in the nuclear field.

This is above the current experience requirements of three years for ISEG members and is in accordance with Section 4.7 2 of ANR 3,}-1981.

. 1echnical Specifications would continue to require that at least four of the required ISEG member; hold a bachelor's degree in engineering or related science.

Based on the above evaluation, the staff finds the proposed TS change to be acceptable.

2.2 Technical Specification 6.3.1 As described in Clinton Power Station Updated Safety Analysis Report Section 13.1.2.2.2, the Supervisor - Plant Operations is responsible for daily operation of the plant, including detailed planning and scheduling of operations activities such as tests, startups and shutdowns.

He directs the development and review of required procedures, reports, and documents dealing with plant operations.

The Supervisor - Plant Operations is considered to be a supervisor requiring an NRC Senior Reactor license as described in ANSI /ANS 3.1-1978, "American National Standard for Selection and Training of Nuclear Power Plant Personnel," paragraph 4.3.1.

This amendment does not alter any of the duties, responsibilities, or required qualifications associated with this po,ition.

Consequently, this change is editorial only.

Bated on the above evaluation, the staff finds the proposed TS change to be acceptable.

3.0 ST AT E _(DNSUL.T ATION in accordance with the Commission's regulations, the appropriate Illinois State official was notified of the proposed issuance of the amendment.

The State official had no comments,

4.0 [NVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteri a-for categorical exclusion set forth in 10 CFR Sl.22(c)(10).

Purs" ant to 10 CFR 51.22(b) no environmental impact statement or enviroamental assessment need be prepared in connection with the issbance of the amendment.

5.0 CONCLU11QU The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
