Comments Regarding Draft 1982-1983 Precursor Report - Facility Operating License No. NPF Davis-Besse Nuclear Power Station, Unit No.1 l
Ladies and Gentlemen:
l By letter dated May 6, 1996, (Toledo Edison Log Number 4846) the Nuclear Regulatory Commission (NRC) requested comments regarding the subject draft report. The report documents the Accident Sequence Precursor Program analyses of operational events which occurred during the period 1982-1983 and includes a i
July 1983 event at the Davis-Besse Nuclear Power Station (DENPS). The event of I
interest involved a reactor trip due to a trip of two Steam and Feedwater Rupture Control System logic channels with an inoperable Auxiliary Feedwater Pump.
Toledo Edison (TE) has reviewed this event for the DBNPS and provides the following comments:
l 1.
The probability used for "rt" (failure to trip) is not consistent with j
current experience. Values this high tend to be driven by the Salem Anticipated Transient Without SCRAM (ATWS) event, which is now dated.
l 2.
The description notes that the startup feedwater pump (SUFP) was in operation, but no explicit credit has been given for its use.
Crediting the SUFP should reduce the magnitude of sequences 119 and 120.
l 3.
The second sentence in draft paragraph B.44.5 (page B.44-2) contains a typographical error. The portion which reads "..., failure of AFW, loss of AFW, and failure..." should read "..., failure of AFW, loss of MFW, and failure.. "
