Kingston, Massachusetts area, Cotober 24 and.25, 1992.

aantlement This letter is to request additional information regarding activities involved with, and emissions released from the Pilgrim Nuclonr Pow: r Station, Plymouth, Massachusetts on the days of October 24 und October 25, 1992.

The renaon for the reque.st is that we+ experienced unusually high levels of radiation during those two days, and we are interested-in. finding a reasonable explanation for those levels.

All rour monitoring computera-that:We operate on a twenty-four hour basis had increason in the hourly counts-per-minute averages of more than three standerd deviations.- One computer-monitor showed hourly average incremnas of moreithant ten standard deviations, and one showed hourly average Anoreases or

-more than fourteen standard deviations.

This should be:

i E

statiutically improbable on a random Dasis.

In two and one-half years or monltoring we have never recorded-Invels-of-more than--

l six standard devintione. ' Graphs of the hourly counts-per-minute t

averagos are provided for your information.- We would be happy to go into the matter in greater detail, if you wish..

Further, we are aware that Pilgrim-was in'tho'processJof being shut down, and we are aware of the NRC; F; vent Reports-numbered -

24491-and 24494 that were submitted by Pilgrim to-the NRC:on

-October 24 -1992 (attached for your referanoo),

warasXL 1 -if

-these even(s described in-the Reports were=related in.any('w)ay-to any emissions or other causes for the incroaned radiation, cand

-(2) if other monitora in.the area showed similar-increases in:

background radiation as we had.-

on sunday morning,-October >25, we ostimate that the wind wan' light, apparently from the e a s t,-

by north _eastt.there was light-intermittent rain. =Neither or those conditionsihave been' associated with-such very-high levels:

of radiation-before.

L We would-appreciate your--responee-to thle inquiry at.your earliest convenienoa.- Thank you-in advance for

-attention to this matter-and for your:providing.your prompt

-us-with the i

-detailm.nncessary to-help _ explain-.these events.

-Very1 ruly yours, pw Il rry,W.JG lter President
