Dear Mr. Youngblood:

This letter requests relief from the diesel generator fast starts previously proposed for the diesel generator test program, as described in our letter dated June 15, 1983 (PY-CEI/NRR-0050L). These tests are those which were proposed in addition to the tests performed per Regulatory Guide 1.108 recommendations.

The June letter noted that 20 total additional (beyond Regulatory Guide 1.108 recommendations) start and load tests would be conducted, 10 on each of the Division 1 and 2 engines. By letter of February 23, 1984, CEI was informed that the proposed diesel generator testing program was subject to change based on NRC reviews, to be addressed in a future SSER supplement. On July 2, 1984, Generic Letter 84-15, " Proposed Staff Actions to Improve and Maintain Diesel Generator Reliability" was published. One of the recommendations stated in the letter was the reduction of fast start tests for diesel generators.

The PNPP Diesel Generator Program Plan was submitted by letter dated January 17, 1985 (PY-CEI/NRR-0156L). In the Program Plan, CEI again proposed the same testing program as described in the June 15, 1983 letter. Supplement 6 to the PNPP SER notes in Section 9.6.3.1.2 that the proposed testing program for the diesels is adequate. However, Appendix M to SSER 6 provides the Pacific Northwest Laboratory Technical Evaluation Report (TER) prepared for the NRC (February 1985). Section 7.0 of the TER reviews the engine test program, and recommends that the test program be revised to minimize the number of f ast starts on the engines.

In ASLB hearings conducted on April 9-10, 1985, the NRC staff indicated support of the recommendation to eliminate the additional twenty starts.
