Dear Mr. Martin:
Enclosed is a copy of the final report for the April 9-10,1996, full scale / ingestion pathway exercise of the offsite radiological emergency response plans site-specific to the Duane Amold Energy Center. The State of Iowa and the counties of Linn, Benton, and Buchanan participated in this exercise. In addition, federal agencies participated in a mini-Federal Radiological Monitoring Center. The report was prepared by the Federal Emergency Management Agency (FEMA) Region Vil staff. A copy of the final

report wili be provided to the State of Iowa by the FEMA Region Vil staff.
There were two (2) Deficiencies identified during the exercise. A Deficiency identified at
- Linn County, was assessed to Objective number 11, for the failure to coordinate the formulation and dissemination of accurate information and instructions to the public.
The second Deficiency, identified at Benton County, was assessed to Objective number 17, for the failure to control evacuation traffic flow and to control access to evacuated and sheltered areas. The latter Deficiency was corrected by amendment to county procedures. A remedial exercise will be conducted July 10,1996, to correct the Deficiency identified at Linn County. A report will be submitted within 30 days of the I
remedial exercise.
There were five (5) Areas Requiring Corrective Action (ARCAs) identified during this drill. One ARCA was corrected by a state procedure change and a second ARCA was corrected by a county plan change. The three remaining ARCAs will be corrected during the 1998 biennial exercise.
