.The proposed amendment requests changns to the GGNS Technical Specificati# nn (TS) to romovn enrtain reactor physics parameter limits t hat may change each fuel cycle. This am6ndment will place those l i m it.s in a separate. Core-Operating' Limits Report which will' ho defined in the TS.
This alternative to modifying thn TS for nach reload core is rnsponsive to industry and NRC offorts to clininatn an unnocessary hurdan on licciane and NRC.rosourcos. These changen are being proposed to implement Gensric Letter 88-16, " Removal of Cyclo-Specific Paramnter Limits from 'iechnical Specificationn."

2 providos a detailed description and justi'1 cation for the proposcd changes, Attachment 3 is a copy of the marked-up TS and TR basns pages, Attachment 4 is an information copy of the proposed TS, and provides-on example of how the cycle-specific information could'ho formatted when relocated to the Core Operating Limits Report.
In accordanen with the provisions of 10CFR50.4, thn signed original of the requested amendment is enclosed.
