  1. '+4.....,o SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 88 TO FACILITY OPERATING LICENSE NO. NPF-47 ENTERGY OPERATIONS. INC.

RIVER BEND STATION. UNIT 1 DOCKET NO. 50-458

1.0 INTRODUCTION

By application dated May 20, 1996, Entergy Operations, Inc. (the licensee) requested changes to the Facility Operating License No. NPF-47 and Appendix C for the River Bend Station, Unit 1 (RBS). The proposed changes would revise the name of Gulf States Utilities Company (GSU) to reflect the new name, Entergy Gulf States, Inc.

2.0 BACKGROUND

In the May 20, 1996 letter, the licensee makes the following statement:

"The corporate existence continues uninterrupted and all legal characteristics remain the same. Thus, there is no change in the state of incorporation, registered agent, registered office, directors, officers, rights or liabilities of the company. Nor is there a change in the function of the Company or the way in which it does business. GSU's financial responsibility for RBS and its sources of funds to support the facility will remain the same. Further, this name change does not impact the existing ownership of RBS or the existing entitlement to power and will not alter the existing license conditions applictble to GSU or GSU's ability to comply with these conditions or with any of its other obligations or responsibilities under the license."

3 The licenue's stated intent is to change the name to improve customer identification by establishing the name "Entergy" for the business in the region served.

This name change is being made at the same time that similar changes are proposed for the ownership of the Grand Gulf Nuclear Station, Arkansas Nuclear One, and Waterford Steam Electric Station.

3.0 EVALUATION For all stated purposes, the name change is for recognition of Entergy in the areas served. The name change should have no effect or impact on the obligations before the Commission and should not change in any way the business of the licensee with the Commission. There should be no change in the safety and security of public from the name change and the antitrust conditions applicable to Gulf States Utilities Company will continue to apply j

to Entergy Gulf States, Inc. We find the proposed changes to the Facility Operating License No. NPF-47 and to Appendix C to be acceptable.

4.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Louisiana State Official was notified of the proposed issuance of the amendment.

The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

Pursuant to 10 CFR 51.21, 51.32 and 51.35, an environmental assessment and finding of no signficant impact has been prepared and published in the Enderal Reaister on July 29, 1996 (61 FR 39481). Accordingly, based upon the environmental assessment, the staff has determined that the issuance of the amendment will not have a significant effect on the quality of the human environment.

6.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
