requiren that a report cont aining the resul t s of react or vessel mat erial t esting he submi t t ed t o t he NRC within one year f ollowint withdrawal of the surveillance capsule, unless an extension is granten by the Director, office of Nuclear Reactot Regulation.
Due to circumstances beyond the District's control, sh i pnie nt of the reactor vensel surveillance mat erial wi t hdrawn f rom the CNS ver,sel on October 31, 1991 was del aye 1, and t here f ot e, the Dist rict request s that the NRC grant a schedular ext ension for t he surveillance t e s t-report submittal.
The Dist rict removed the second react or vessel material survell nce capsule f rom
.he CNS reactor vessel on October 31, 1991 during the Rels d 14, Cycle 15 Rc!uel i ng Out age, in accordance wit h the NRC approved withdrawal schedule. The Di e t r l e t.
had contracted with GE Nuclear Energy to perform the testing and analysis of the irradiated s pe c i n.e ns at the Vallecitos Testing Facility.
However during early 1991, the NRC raised licensing concerns regarding the ahipping casks that GE-Nuclear Energy was then usity for the t ransport ation of irradiated caps.ules, and required GE-Nuclear Energy to remove these shipping casks f rom service until these concerns were addressed. At that t ime, GE-Nuclear Energy opt ed to accelerate t he licensing and qualificat ion of a newer generation shipping ccsk (Series 2D0D). The utili: ation of a new cask required the District to regist er with the NRC as a user of the shipping cash, and develop new administrative procedures f or the use and handling of the cask.
Due to these events, as well as the industry demand for what was at that time the only licensed shipping cash in the GE-Nuclear Energy fleet, the second CNS reactor vessel surveillance capsult was not shipped off the CNS site until April 13, 1992, nearly six mont hs following its withdrawal from the reactor vessel.
In spite of this shipping delay, the surveillance testing, analysis and report preparation is nearly ec. pleted, although t he Dist rict has not yet been given the opport unity to review the report in whole or in part. Accordingly, in order to provide adequate time for District review of the surveillance.est report, and tneteby preclude compromising the accuracy of the submi t.t al, the District 03009',
