Dear Mr. Thomas:
It is hereby requestr.d that the technical specification for the Rhode Island Nuclear Science Center reactor be amended on page 26 to change the pH range in 3.d.(1) from 5.5 to 7.5 to 5.5 to 9. This change in the pH range of the secondary coolant water is required because the pH of the water entering this facility has been increased by the water company from about 6 to about 7.4.
An increase in this upper limit will permit operation without pH treatment of the secondary water.
Justification - The original pH range was established to protect an aluminum heat exchanger which was replaced by a type 304 stainless steel heat exchanger.
No change in pH range was requested because there was no difficulty in meet-ing the original range without treatment. The secondary coolant system now contains a type 304 stainless steel heat exchanger, a redwood cooling tower with a concrete basin, and type 6061 aluminum piping. A pH upper lirait of 9 is more suitable for the heat exchanger and the cooling tower. A pH of 9 is acceptable for the aluminum piping because of its thickness and because of its accessability for inspection and replacement. (None of this aluminum piping is embedded.)
