-l violanon As a result of the inspe: tion conducted on July 20 through August 21, 1992, and in accordara with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C (Enforcement Policy) (1992), the following violation was.
i identified:
Teci nical Specification '>.7.5.b requires that the mechanical draft cooling tower fans be operabic as determined by Surveillance Requirement 4.7,5.d, which verifies fans would automatically actuate on a tower actuation signal.
Contrary to the above, between December 8,1M and August 7,1992, the mechanical ~
drait cooling tower fans would not automatically actuate on a tower actuation signal, due to the fan control swin:hes being placed in the pull-to-lock position.
This is a Severity Level IV violation.
Reason for the Violatioa This event was addressed in Licensee Event Report (LER) No. 92-11-00 [ Reference (c)].
North Atlantic has determined that the root cause for this violation was the perforraance of an inadequate review by North Atlantic personnel in the development and certification of the Seabrook Station Technical Specifications.
Corrective Action Upon discovery that a potential violation of. plant Technical Specifications existed, the following actions were taken:
1.
The cooling tower fan control switches were taken out of the pull-to lock position and placed in the autr matic position.
2.
Technical Clarif'catiot. TS-070, that stated that it was acceptable for the fan control switches to be m " pull-to-lock", was cancelled.

Operations p;ocedures were revised to reflect the fact that the fan control switches are no longer maintained in the pull-to-lock position, but are kept in automatic position.
Corrective - Actions to Prevent Recurrence 1,
North Atlantic performed a' review of all Technical Clarifications to ensure _that they were consistent with the intent of the Technical Specifications. No otner conditions of inconsistency were identified.
' North Atlantic submitted a L: cense Amendment Request, 'No. 92-i3, [keference (d)],
c to propose a change that will increase the Technical Specification temperature limit for the cooling to_wer basin water from the current 67.3'F to 70 F 'and permit the-cooling tower sprays and fans to be manually operated following a cooling tower
- actuation.

North Atlantic will implement _ contingency actions to preclude ice or snow damage to the cooling tower fans pending the NRC review of License Amendment Request 9213.
