Eisenhut to All Operating Reactor Licenses
Dear Mr. Denton:
This is to document the manner in which we propose to satisfy the 50.71(e) requirement for periodic updating of the FSAR for the Byron and Braidwood stations. NRC review of this plan is necessary because a schedular exemption is apparently required.
A special plan for submitting the Byron /Braidwood updated FSAR is necessary because the four reactors are to be licensed over a period of approximately four years. The requirements of 50.34 and 50.71(e) overlap in this situation.
It is not practical for Commonwealth Edison to maintain both an FSAR and an Updated FSAR during this period.
Similarly, the NRC review would be more complex if two documents existed.
We therefore propose to delay submittal of the Updated FSAR until after the last of the four units, Braidwood 2, is licensed. Until the Updated FSAR is submitted, we will continue to keep the present FSAR up-to-date.
This will assure that the NRC is supplied with accurate information regarding both plants on a timely basis.
The Updated FSAR will be submitted approximately twelve months after issuance of the operating license for Braidwood 2.
In accordance with the NRC guidance provided in reference (a), a complete new document will be provided. It will apply to all four units and it will include all of the information required by 50.71(e). It will be up to date as of six months or less prior to submittal. No page will have vertical bars in the margin. Once the Updated FSAR is submitted, we will cease amendment of the present FSAR.

H. R. Denton April 16, 1985 until the Updated FSAR is submitted, we will continue to supply periodic amendments to the present FSAR. These amendments will contain only the following types of changes:
a) Revisions necessary to reflect changes made at the operating unit (s) pursuant to 10 CFR 50.59 without prior NRC approval.
(Note: these changes will be submitted within six months of first implementation.)
b) Revisions which have already been reviewed and approved by the NRC for the operating unit (s) because a change involved an unreviewed safety question.
c) Revisions applicable to the unit (s) still under construction.
(Note: advance copies of this type of revision will be submitted to the NRC under separate cover prior to their inclusion in an FSAR amendment.)
d) Typographical corrections.
Using these guidelines, submittal of an amendment to the Byron /Braidwood FSAR should trigger no special NRC reviews. We will continue to supply with each amendment a table which explains each of the changes.
We anticipate that FSAR amendments may be submitted at relatively short intervals until the last duplicate unit is licensed. After the Updated FSAR is submitted, the revisions will be made annually.
This plan affects work which is presently in progress so prompt approval is requested. We would be pleased to discuss this matter further at your convenience. Please direct questions to this office.
