VOGTLE ELECTRIC GENERATING PLANT RELIEF REOUEST FROM ASME SECTION XI REOUIREMENTS On December 22,1995, in letter LCV-0700, Georgia Power Company (GPC) submitted relief requests RR-7 concerning the safety injection system and RR-29 concerning containment isolation valves. Georgia Power Company currently performs a disassembly inspection on one (1) accumulator check valve each refueling outage in accordance with the previously approved relief request RR-7. The revised relief request would allow a partial flow test using nonintmsive techniques to verify full-stroke capability of the check valve instead of performing a disassembly inspection. The testing would have been performed such that one accumulator would have been tested each outage. Since the alternative test plan for the accumulator check valves did not meet the sampling program outlined in the guidance provided in NUREG-1482, GPC requested NRC review and approval of the alternative test plan.
I Subsequently, GPC received the results of an analysis that was performed by Westinghouse that indicated that GPC could meet the sampling program outlined in NUREG-1482 without adversely impacting the structural integrity or transient limits of the accumulators. GPC respectfully withdraws relief reguest RR-7 submitted in our letter LCV-0700 dated December 22,1995.
