North Atlantic Ener!;y Service Corporation (North Atlantic) hereby withdraws the request for a temporary waiver of compliance which was submitted on October 9, 1992 liteference (c)] as discussed in iteference (d). The requested temporary waiver from the provisions of Scabrook Station Technical Specification Surveillance Itequirement 4.7.5d.1) as it pertains to verifying that the cooling towcr fans will a nomatically start on a Tower Actuation (TA) signa' was intended to allow operation with manual initiation of the cooling tower fans and sprays pending NRC rcview of the tuoposed Technical Spelfication change submitted on September 30,1992 [ Reference (b)l. The proposed Technical Specification change permits the cooling tower fans and sprays to be manually initiated, rather than the current requirement for automatic initiation on a TA signal. Manual initiation of the cooling tower fans ant, sprays would preclude the potential for damage to the fans in the event that they were automatically started in winter conditions with an accumulation of ice or $now on the fan blades.
North Atlantic has determiacd that entry into in MODE 4, which is currently scheduled for November 1,1992, and subsequent MODE escalation can be made with the cooling tower fant and sprays aligned for automatic ac'uation as required by Technical Specification 3.7.5
