Dear Mr. Stolz:
IE Bulletin 80-11, dated May 8, 1980 (Log No. 1-362), required Toledo Edison (TED) to evaluate the structural adequacy of all masonry walls which are in proximity to or have attachments from safety-related piping or equipment such that a wall failure could affect safety-related systems at the Davis-Besse Nuclear Power Station Unit No. 1.
In response to IE Bulletin 80-11. TED provided the NRC with documents describing the status of masonry walls at Davis-Besse Unit No. I and re-evaluation criteria which utilized the energy balance technique for qualifying some of the masonry walls.
On March 12, 1985, the NRC issued an Information Request Pursuant to 10 CFR 50.54(f) (Log No. 1716). This letter requested TED to identify the actions it planned to take and the schedule for implementing the NRC Structural and Geological Engineering Branch (SGEB) Staff position for the 75 masonry walls qualified using the energy balance technique, or, to provide the basis for not doing so.
TED has reviewed the Safety Evaluation Report, Technical Evaluation Report and SGEB Staff Position documents which were attached to your request.
Toledo Edison is not in complete agreement with the Staff's position that the energy balance technique is unacceptable. Notwithstanding, TED representatives are scheduled to meet with the Staff on April 25, 1985 to present what TED believes to be a viable method of qualifying these walls without using the energy balance technique.
Following this meeting a schedule for providing detailed information to the NRC will be developed.
This schedule will be submitted to your office by May 13, 1985.
