Enclosed is Revision 28 to the Security Plan for Calvert Cliffs Nuclear Power Plant, Units I and 2.
The changes made do not decrease the effectiveness of the Plan and are being submitted under the praisions of 10 CFR 50.54(p).
This Security Plan revision includes the use of Dedicated Observers for Compensamry Measures; revision of lock and key access to. flect requirements of 10 CFR 73,55 with sr ific definition of positions allowed access to keys incorporated into the Security Plan Implemes. ting Procedure; further clarification of the Nuclear Security Organization.
In addition, the Training and Qualification Plan has been revised to support the training Dedicated Observers will receive and to ensure each individual within the Nuclear Security Operation receives the appropriate medical examination and psychological evaluation. Additional details of the changes made by this revision are prosided in an enclosure to this letter.
