Limerick Generating Station Units 1 and 2 Changes to National Pollutant Discharge Elimination System Permit Gentlemen:

This lotter is being submitted in accordanco with the -Limerick Generating Station (LGS) Units 1 and 2, Environmental Protection Plan (EPP) Section 3.2, which stipulates that the NRC will be notified within 30 days following the date of approval of a change to the National Pollutant Discharge Elimination System (NPDES) permit.

By a letter dated September 23, 1992, the Pennsylvania Department of Environmental Resources (PA DER) gave us approval to use the chemical additive ClamTrol CT-1 year round to control Asiatic Clams and general microf ouling in the cooling water system of LGS.

In accordance with the LGS EPP Section 3.2, the letter from the PA DER granting approval is attached.

The NRC had been previously notified that we were requesting this change to the LGS NPDES permit in our letter dated June 19, 1992.

Dear Mr. Morley:

This is in response to your June 19, 1992 letter requesting approval to use chemical additive ClamTrol CT-1 year round to control Asiatic Clams and general microfouling in the cooling water system at the subject facility.

We have completed our review and hereby approve your request to use ClamTrol CT-1 in the cooling water system at the Limerick Generating Station. The wastewater will continue to discharge on an average rate of 14.27 million gallons per day to the Schuylkill River through Outfall 001.

It is our understanding that a method is available to analyze ClamTrol CT-1.

Approval is subject to the following conditions:

The approved additive and allowable effluent limitations are the following:

Usage rate of the chemical additive and blow-down discharge rate shall be controlled by the permittee to ensure that toxic effects in the receiving stream are prevented. Usage rates shall be limited to the minimum amount necessary to accomplish the intended purposes of the chemical additive.

Accurate records of usage (name of additive, quantity addeu, Jate added) of the chemical additive, its concentration at Outfall 001 and blow-down dischargs volumes must be maintained and kept on-site by the permittee.

Details of the method for the determinati0n of the concentration of chemical additive ClamTrol CT-1 must be kept on-site t>y the permittee.

It shall at least include summary of method, procedure and working standards.

This approval wi l supersede the approval of ClamTrol CT-1 contained in l

September 25, 1991 letter of the Department.
