Dear Mr. Rathbun:

Enclosed is a copy of correspondence I received from J. Douglas Parran.

The letter raises some serious concerns about the operation and management of Calvert Cliffs Nuclear Power Plant.

I would greatly appreciate it if you would carefully review this matter and provide me with an appropriate response.

Your attention to this matter is greatly appreciated.

With best regards, Sincerely, Paul S. Sarbanes United States Senator PSS/cbc Enclosure

S*Et* 4' 1992 Senator Sarbanes:

My name is John Douglas Parran. I live in Calvert County near the Calvert Cliffs Nuclear Power Plant.

As you may know, the nuclear facility has been plagued by problems over the years.

There was even a security man arrested for allegedly growing a million dollar-crop of marijuana on the nuclear power plant property.

When the nuclear power plant was built in Calvert County it was only supposed to operate for a certain number of years and then close down.

Now we know that no other state wants to accept our highly radioactive nuclear waste and Calvert Cliffs must do something with all future generated waste since the present storage location in-side the containment buildings is about full. So they are building a new nuclear waste storage warehouse near the reactors site to store the waste.

There is even talk of building more nuclear reactors in Calvert County since they now have a place to put the radioactive waste that will be generated in the years ahead.

My question to you is this~.

How can the Federal government just-ify giving these nuclear power plants a forty-year operating license when thirty one years is the longest that any U.S. nuclear power plant has operated....and that one, Yankee Rowe, had to be shut down?

How can BG&E officials be talking about renewing their present opera-ting license of forty years when they have yet to prove that they can operate for even fifteen years wi:hout being shut down for numerou:

NRC violationc?

And my main question to you is how safe is the new nuclear waste storage warehouse that they're building at this time? Will it with-stand a hurricane or tornado ?

Will it withstand an airplane or heli-l copter crash? And why does the federal government care so little about the citizens who live near these power plants that.they have not made the airspace over the nuclear power plants a restricted area?

And why do our local governments provide aerial maps te citizens (or terrorsts, that show the exact location of the reactor units and the new stor-age warehouse? Has it ever dawned on these people that nuclear power plants may be a prime target for anti-American terroris, tsj
