April 18, 1985 Page-2 submitted as exhibits several of its responses to the issues raisedinthe.letterofJune13,{p84toApplicantfromDarrell Eisenhut (" twenty-three issues").- The responses submitted by Applicant in conjunction with its Answer were all those that were considered germane to the Motion to Reopen. By letter dated December 6, Applicant submitted to the Appeal Board re-vised versions of two responses (Issues 1 and 10). The re-sponses to other issues that were submitted as part of Appli-cant's Answer have not been significantly revised or supplemented.

In accordance with the procedures Applicant was following in the course of the resolution of the twenty-three issues, re- ,

sponses.to all issues were sent to the NRC staff seriatum for t review as they were completed. At the request of the NRC staff, the seriatum responses were assembled in one binder and sent to the NRC staff on January 31, 1985 as Louisiana Power &

, Light Company, Waterford SES, Unit No. 3, Pre-Licensing Issues Final Report.

On April 10, 1985, Applicant submitted its supplementary comments as requested by the Appeal Board in ALAB-801 (" Supple-mentary Comments"). Applicant submitted, as LP&L Supplement Exhibit 3, the Report of the Task Force on Pre-Licensing Issue Assessment Waterford 3 Steam Electric Station, December-1984

(" Task Force Report"),not including Appendix B. Supplementary i Comments at 11. The Task Force Report, which was submitted to the staff on December 7, 1984, provided the overall assessment by the independent task force of Applicants' responses to the twenty-three issues. Appendix B of the Task Force Report pro-vides the issue-by-issue review of.the task force.

Counsel for the NRC staff, which is currently preparing its response to ALAB-801, has suggested that it might be help-ful to have both Applicant's and the independent task force's views of the twenty-three issues placed before the Appeal Board in a more convenient form. Accordingly, as requested by coun-sel for the NRC staff, and for the convenience of the Appeal Board, Applicant is enclosing its entire January 31, 1985 re-port and the Task Force Report, including Appendix B.
