Dear Ms. Carrol:
I asked my Reactor Administrator to check old facility files and search NRC inspection reports for j
a possible statement made by the NRC about the quality Health Physics program conducted by our former Radiation Safety Officer (RSO) Brian Copcutt. There is much material corresponding to the time period between 1983 and 1988 in these files. Our administrator did not find this NRC endorsement, unfortunately. While I persor'zlly do recollect the NRC having praised the program at U.VA. during RSO Copeutt's tenure, it might have been in a verbal form rather than a J
statement in a report. To illustrate the numerous successful inspections carried out by the NRC, I have enclosed a few selected copies ofinspection report summaries. Perhaps, additional records exist at the U.VA. Office ofEnvironmental Health and Safety (EH&S), for Brian Copcutt was overseeing the radiation safety program for the entire university (medical school, etc...), not just the research reactor.
As you are aware, RSO Brian Copcutt was employed by EH&S and thus was organizationally totally independent of reactor operations. While at U.VA., Brian was well respected and his professional advice and directives followed by the reactor staff. In my opinion, he ran an effective radiation safety program.
