L As you recall, The TMI-2 accident was in progress during the Penelec Annual Review Meeting on the morning of March 28. At the start of the review (about 9:00 a.m.) and later (about 11:30 a.m.), I attempted to convey to the group my understanding of the situation at TMI.

A transcript of my comments is

To the extent that my early awareness of the situation may have led to incomplete or misleading im-pressions, I am truly regretful.

Transcript of Comments by H. Dieckamp during Pennlec Annual Review Meeting March 28, 1979

.s Two minutes into the PUC Presentation, March 28,1979-approx. 9 a.m.

I do want to say a few words about the status at Three Mile Island Unit 42. There was an emergency situation that has put the plant on an alert status that occurred at 4 o' clock this morning.

We are not in a position now to be able to tell you in detail exactly what happened but the information that I have says that the plant's built in emergency cooling systems were activitated.

What this means is that when the normal plant operating systems are not functioning in the manner that they're supposed to or within the prescribed parameters the emergency cooling systems begin to operate in a way to insure safe cooling of the plant.. What I don't know is the degree to which all of these things happened in an expected normal way or whether there was some abnormal aspect of this event. It's probably going to take us a few hours to sort that out and be able to re-create the entire picture. The plant is shut down. All the indications that we have are that the plant is safety shut down.

I am unaware of any impact or release which would have an interaction with the general public in the environ to the plant.

I will be finding out more as the morning goes on and will report to you later in this session. So if you have been hearing things on the radio or you will be hearing things on the radio I will attempt to find out more first-hand information to give you the best information that's available.

Two hours and 33 minutes into the PUC Presentation-approx.11:30 a.m.

l Before we go any further let me just add two sentences as part of the Three Mile Island story.

The radiation level in the environ-ment of the plant have been monitored. There's no evidence of any radiation that is detectable above the background levels in the area.

The plant is under control. There is no injury to any people within the plant.

I think that is basically the most important news on Three Mile Island until we get a more detailed breakdown of the exact sequence of the events that did occur.
