Reference fa) expressed a concern in 1988 that overlap between membership in the Calvert Cliffs Off Site silety Review Committee (OSSRC) and Plant Operations and Safety Review Committee (POSRC) might not provide adequate independ:nt review of POSRC activities. A second concern was that a majority of the OSSRC principal members were part of *he Calvert Cliffs Nuclear Power Plant site organization, which wm not considered conducive to at: % dependent review of the plant significant safe *y issues. Our.esponse in Reference (b) stated that our OSSRC did provide a thorough and mdependent review of issues, but that the composition of the OSSRC was being changed. This response was more specific and restrictive than necessary regarding the exact composition of the OSSRC.

In the future, we will maintain an appropriate OSSRC membership to address these concerns and comply with our Technical Specification administrative requitements, but will not limit membership to the exact numbers specified in Reference (b) or in this letter. We intend to continue to have the Chairman not be a member of the Calvert Cliffs Nucicar Power Plant Department (CCNPPD),

wlaich is the on-site operating organization, have CCNPPD members a mincnty of the OSSRC, use non BG&E members on the OSSRC, and not have POSRC members as OSSRC members.

Effective October 1,1992, the composition of the Calvert Cliffs OSSRC is as follows:
