Respiratory Protection for Personnel Performiag Steam Generator Work Your letter of January 23, 1985, to Mr. H. D. Hukill, advised of an allegation concerning a recent change in radiological control require-ments that eliminated the use of respiratory protection to balance external and internal doses by reducing work time in'the steam generators.

Work was performed in the steam generators on December 27, 1984, without respiratory protection, in order to reduce the psysiological stress to the individuals involved. Experience of approximately one month's prior work in the steam generators supported the expectation that this was a reasonable approach and that no measurable inhalation would occur. This approach is similar to that previously utilized during selected entries into the TMI-2 reactor building.

The objective of psysiological stress reduction was achieved. A puff of radioactivity released while dislodging a stuck probe from a steam generator tube resulted in a worst case inhalation exposure of less than ten millirem. While this was measurable, it added little to the external exposure received, and in the aggregate is considered to be less than would have been received if the workers had been encumbered with respirators.

As you are aware, GPU Nuclear takes the precaution of evaluating unexpected radiological events to determine their cause, in order to reexamine procedures, practices, and the training of our people. In this instance, no procedure or training modifications are required. We do intend to consider being more conservative in our practice of respirator removal when we accomplish tasks that have new work features. As has been our previous practice, we will continue to notify your resident office of unexpected radiological events, and our evaluations of those events are available for your review.
