I understand from Meraj that the timing of the letter was discussed by NEI and DFM at todays drop-in meeting, and that NEI indicated theyll try to send the industry position on reprocessing by the end of May. Therefore, we ask that the letter be submitted NLT Friday May 29, 2020, for it to be considered in the staffs development of a recommendation to the Commission regarding the spent fuel reprocessing rulemaking.

NEI Letter Re: Spent Fuel Reprocessing Rulemaking Hi Wendy:

At the conclusion of the NRC public meeting to assess interest in resumption of spent fuel reprocessing rulemaking, NEI committed to providing a letter to NRC detailing the NEI position relative to the rulemaking and the path forward by April 30, 2020. As we have worked to better define and clarify our position on this question, our industry now faces the challenge of managing and mitigating the effects of COVID-19. The primary focus of NEI staff and industry has been to maintain and protect the health and safety of the public and industry workforce. The NRC continues to be engaged with and supportive of industry as we work to maintain the safe and reliable operation of our nuclear fleet and its role in preserving the nations grid stability and energy needs.

The work that NEI has undertaken to date in further developing our position relative spent fuel reprocessing has made apparent that an informed policy position around spent fuel reprocessing should be part of a comprehensive spent fuel regulatory framework that also reflects the long-term spent fuel storage solution possibilities and recognizes the needs and interests of the advanced reactor community.

NEI believes it would be beneficial to both NRC and industry if we were able to establish a comprehensive and informed position to support our letter. Based on the resources demands imposed by the pandemic response and the desire to provide a more fully-informed position, we request an extension of our commitment date for our position letter from April 30 to early June 2020 (specific date TBD.)
