Letter dated December 5, 1 m from B. D. Withers, WCNOC to U. S, Nuclear hegulatory Cocmission
Subject:
Docket No. 50-482: Revised Schedule for Completion of Corrective Action Gentlemen:
This letter provides a revisod schedule for the completion of corrective actions ashcciated to Violation 9126-02 and documented in the Reference.
The Reference transe tted Wolf Creek Nuclear Operating Corporation's (WCNOC, i
rer.pon se to Violations 482/9126-01, -02 and
-03.
Violation 9126-01 involved an inadequate Emergency Operating Procedure due to the procedure not
(
incorporating an Updated Safety Analysis Report (USAR) requirement.
As part of the corrective ections associated to Violation 9126-01, WCNOC committed to undertake a review of the USAE and Emergency Operating Procedures for similar occurrences.
Specifis.lly, transients and accidents analyzed in 3
the USAR would be reviewed for operator r tions.
The Emergency Operating Prtcedures would then bo reviewed for changes if necessary.
This review was to be completed by September 30, 1992.
The schedule for completing this
- review, however, has been delayed and will not be completed until February 1, 1993.
The delay in thic effort is primarily due to a significant increase. lu secpe of review items.
The initial review parameters inclued time limits in conjunction with operator action.
Further rescarch indicated these parameters.
to be too limiting.
They were then broadened to include conditions requiring action, as well as specific action activities.
This ccope change produced an extensive increase in review items.
The increase in scope necessitated prioritization and required additional evaluation by WCNOU's engineering staff. The items have been prioritized with the highest priority being related to Emergency Operating Procedures.
To j
- date, one additional change has been wade to the Emergency Operating i
Procedures.
However, three ite.ms require addit'.onal engineering evaluation.
L' It is not currently perceived that thece items will require significant l-changes to the Emergercy cperating Procedures.
In order to all.ow for a l-thcrough review-and evaluation, the schedule has been extended to February 1, 1993.
This change-in ucl.edule has been discuased with the Seniot Resident Inspector, Mr. G. A. Pick.
