Dear Mr. Norelius:

This letter is being transmitted in response to the concern identified in your letter, dated February 20, 1985, which transmitted I.E. Report 50'440/84-28; 50-441/84-25. You requested a written response regarding the handling of Open Item No. 440/84-11-09. As requested, the following response addresses steps taken to ensure that administrative procedure revisions are properly implemented such that corrective actions are lasting and permanent.

Concurrent with the identification of this matter by the inspectors, the need to strengthen the controls on the processing of Nuclear Test Section (NTS) administrative procedure revisions was recognized. Resultant action consisted of the expansion of the NTS administrative support group under the Element Supervisor,~ Administration, which consolidated the NTS programs group with the NTS licensing, training and records control groups. The support group was assigned responsibility for coordinating all responses to Nuclear Regulatory Commission inspection findings and QA action items relative to NTS activities, in addition to overseeing preparation and revision to the Nuclear Test Program Manual (TPM).
