Dear Sir:

This special report is submitted in accordance with LaSalle Unit I and 2

~

Operating Licenses NPP-11 and NPF-18 respectively, Appendix A, and Technical Specification 3/4.7.6.

On September 4, 1992 at 1115 hours0.0129 days
0.31 hours
0.00184 weeks
4.242575e-4 months
, Thermo-Lag Fire Barrier Systems in'talled in the Unit I and Unit 2 diesel generator corridors (fire zone 5C11) were declared inoperable as a result of NRC Bulletin No. 92-01, Supplement 1.

On September 11, 1992 at 1115 hours0.0129 days
0.31 hours
0.00184 weeks
4.242575e-4 months
, the Thermo-Lag Fire Barrier Systems it. stalled on the cable trays in the Unit 1 and Unit 2 Diesel Generator Corridors (fire zone SC11) exceeded the Technical Specificatic 3.7.6 allowable seven day timeclock.

The compensatory meas sc being taken by LaSalle County Station have not changed as a result of occlaring these barriers inoperable, in that the actions in place were the eme as those required by Technical Specification 3/4.7.6 for inoperable fire rated assemblies. These compensatory measures were previously established as a result of NRC Bulletin No. 92-01 at which time LaSalle County Station declared the Thermo-Lag barriers degraded and established a one hour fire watch.

A special report is required because the fire rated assemblies inoperability exceeded the allowable seven day timeclock.

Appropriate actions to restore fire barrier operability are being developed through an industry program being coordinated by HUMARC.
