Revision of " Security Plan for the Protection of Reactor Facilities Under License R-33".

License R-33, Docket 50-73 Gentlemen:

Enclosed is a revised " Security Plan for the Protection nf Reactor Facilities Under License R-33". Most of the changes are editorial in nature or reflect minor charges which do not decrease the effectiveness of the security plan.

The one change needing an explanation is the elimination of the fence and lighting around building 105 from the security plan. The fence in question encloses both Buildings 102 and 105 ard was not required for any Building 105 activities. Rather, the fence was solely required because of the inventory of SNM permitted in Building 102 by License SNM-960. Building 105 was included inside the fence because frequent communication between the two buildings was necessary. Such communication would be difficult if Building 105 were not included in the Building 102 Centrolled Access Area. The lighting was required for the fence perimeter.

License SNM-960 no longer reauires that Building 102 be fenced and that access be controlled to the ouilding. Since security regulations never required that Building 105 be fenced, GE wishes to remove the fence (and the associated lighting) from the NTR :.,ecurity plan. References to locks on the Building : 35 outside doors also are deleted.

Access to the NTR security areas proper shall continue to be controlled as they are now: (1) locks [ Control Rnom, North Cell, and Set-up Room]; (2) a motion detector (Control Room]; and (3) the remote television t mera (Building 105 Main Corridor). This is the samc level of security maintained at the NTR for normal working hours when it is not in operation.

The et imination of the fence, lights, and locks from the security plan facilitates access to the remainder or Buildirg 105.
