q Enclosure UNITED STATES NUCLEAR REGULATORY COMMISSION NORTH ATLANTIC ENERGY SERVICE CORPORATION SEABROOK STATION. UNIT NO. 1 DOCKET NO. 50-443 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the schedular requirements of Appendix E,Section VI(4)(d) of 10 CFR Part 50 to North Atlantic Energy Service Corporation (NAESCO, the licensee), for operation uF the Seabrook Station, Unit No. 1, located in Rockingham County, New Hampshire.

ENVIRONMENTAL ASSESSMENT Identification of the Proposed Action:

The proposed action would grant an exemption from the requirement of Appendix E,Section VI(4)(d) of 10 CFR 50 to complete installation of the Emergency Response Data System (ERDS) by February 13, 1993.

By letter dated October 28, 1991, the licensee requested an exemption from Appendix E,Section VI(4)(d) of 10 CFR Part 50 that would defer the installation of the ERDS because of a planned replacement of the main plant computer system (MPCS).

The licensee's plan calls for incorporating the ERDS into the MPCS, which will be installed during the third refueling outage currently scheduled to begin in March 1994, ar.d will be implemented no later than December 1, 1994.

l complete implementation of the ERDS by February 13, 1993, or before initial L

escalation to full power, whichever comes later.

required in order to allow the licensee to complete a change-out of the computer system which drives the ERDS.

The change-out is to be completed during the third refueling outage cheduled to begin March 1994 and will be implemented no later than December 1, 1994.

f,nvironmental Impacts of_the Proposed Action:

The ERDS is a direct near real-time electronn data link between the I

licensee's onsite computer system and the NRC Operaticos Center that provides f or the automated transmission of certain data, supplementing the voice transmission over the Emergency Notification System in the event of an emergency.

The proposed exemption affer s only the licensec's required date for implementing its ERDS.

It does not significantly affect emergency preparedness, plant operations or risk of accidents.

Thus, post-accident radiological releases will not differ from those determined previously, and the proposed exemption does not otherwise affect facility-radiological effluents, or any significant occupational exposures.

With regard to potential nonradiological impacts, the proposed exemption does not affect plant nonradiological ef fluents and has no other environmental impact.

Therefore, the Commission concludes that there are no measurable radiological or nonradiological environm9ntal impacts c$sociated with the proposed exemption.

This action does not involve the use of any resources not previously considered in the Final Environmental Statement for the Seabrook Station, Units 1 and 2, dated December 1982.

The NRC staff reviewed the_ licensee's request and did not consult other -

i agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption, 8ased upon the foregoing environmental-assessment, the Commission concludes that the proposed action will not have a significant effect on the quality of the human environment.
