Provided herein are proposed technical specifit.ations changes to Section 6,
' Administrative Controls" for Joseph M. Earley fluclear Plant, Units 1 and 2.
The proposed technica' spe:ification changes include management title changes, a change in terminology to describe nuclear operations, and deletion of reference to a superseded 10 CFR 55, Appendix A, and a 1980 f1RC letter concerning license retraining require' cuts.
The required information for the proposed technical specitications amendment is provided in the attachment > to this letter.

DESCRIPTION Of PROPOSED CHANGES TO THE FNP UNITS 1 AND 2 TECHNICAL SPEClflCATIONS These proposed technical specifications changet for Joseph H. farley Nuclear Plant, Units 1 and 7., are administrative in nature.
Only pages in Section 6.0, " Administrative Controls," are proposed to be changed.
Descriptions of the changes are provided below.
Vice President The title "Vice President - Nuclear" is used several times in Section 6.0.
l The appropriate title of the officer with these responsibilities is "Vice President." Therefore, the administrative title correction will be made from "Vice President - Nuclear" to "Vice President."
Elant farley Nuclear Operations
" Nuclear Generation" referenced in Section 6.1.2 is more appropriately known_as " Plant farley nuclear operations." Therefore, the term " Nuclear Generation" will be replaced as an administrative change.
10 CFR El Sections 6;3.1 and 6.4.1 currently' reference Appendix A of 10 CFR 55 and the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees.. These references have been superseded, and all requirements from these references are now
-included in the body of 10 CfR 55.
Systems Performance Manaaer The title of " Performance and Planning Manager" has been changed to the
" Systems Performance Manager." This administrative title change has been made in section 6.5.1 in the list of members of the Plant 0)erations Review Committee, and in section 6.5.3 as the title of a manager w,o may approve procedures-other than Administrative Procedures.
