In our January 20,1982 letter (Reference a), we stated that the capsules located at 263
- and 97
- are identicalin composition. 'lhis was incorrect 'Iable 417 of the original FSAR (1/31/80) cleath stated the capsules are not identical. This is also corroborated by our latet dated January 24, 1992 (Reference c), and your response to u., dated hiarch 11,1992 (Reference d). Forty five of the fifty-sevea specimens in each capsule are identical. The capgule located at 97 contanis 12 base metal transuuse specimens while the capsule h>cated at 263 contains 12 standai<l reference innterial s

Notwithstanding the difference m capsule composition, as long as there is separation iri fluence value for SRh1 specimens (References e and d), it does not matter which of the two cap. tules are withdrawn fi:-t.

Pursuant to Appendix II of 10 CFR 50, Baltimore Gas and Electric Company (BG&E) hereby requests NRC approval of a change to its schedule for withdrawal of reactor vessci material surveillpce capsales for Calvert Cliffs Unit 2. As described in Clarification 1 abovg the cLpsule at the 263 kication was removed far the fir;t intervalinstead of the capsule at the 97 lccation. The proposed change would, interchange the suncillance capsule scheduled to be withdrawn at the second interval (the 104 capsule) with the one presently scheduled to be withdrawn at the fo irth interval (the 97 capsule). The second interval capsule will be withdriwn during the Unit 21993 refueling outage (currently scheduled to begin hiarch 7,1993). We request that you provide us with your response before the scheduled outage.
The table below shows the original schedule, the 1982 revised schedule, the 1992 revised schedule for Unit 1, and the proposed schedule for Calvert Cliffs Unit 2 surveillance capsule removal.

In a surveillance program, it is desirable to test SRhj specimens at widely separated values of fluence. llence, deferring the withdrawal of the 104 capsule until later in vc:. sci life (30-year inte' val) will provide the desired separation in fluence values for the two SRM specimens. The original suncillance schedule (before it was revised) also nepported testing of the SRM specimen at widely separated values of fluence.
