Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 USNRC IE Inspection Report No. 50-412/84-12 Gentlemen:

This is in response to the Item of Noncompliance cited in Inspec-tion No.

50-412/84-12 and listed in Appendix A (Notice of Violation) attached to your letter to Mr. E. J. Woolever, dated November 9,1984. On Decembe r 10, 1984, Duquesne Light Company provided a partial res pons e to the violation via letter 2NRC-4-204 and committed to addres s the second half of the violation by January 15, 1985.

Ewing, Manager of Quality Assurance, has requested and was granted an extension until January 22, 1985, from the Sr. Resident Inspector, Mr. G.

Walton.

Response

The remaining part of the violation to be addressed concerns certifi-cation of personnel involved in the System Walkdown prior to the turn-over for system testing.

The System Walkdown will occur in two phases, the QC inspection of the system followed by the Start-Up Group's (SUG) walkdown.

In order to ensure that QC inspection of the system or subsystem involved is performed on a formal basis with personnel certified for the actual attributes being inspected, our procedures will be revised to include an independent QC inspection.

This inspection will be performed by QC personnel on the completion status of the systems or subsystems by Construction.

This inspection occurs prior to the Start-Up Group's (SUG) walkdown to conditionally accept the system for initial testing. The subsequent SUG walkdown will include a QC repre-s ent at ive to ens ut e that the results and condition exis ting at the time of the QC inspection have not been invalidated.

It should be noted that the SUG walkdown is not an inspection, examination, or test as de fined by ANSI N4 5. 2.6, and therefore need not be conducted by certified personnel other than the QC representative.
