Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 GNLR 84-08 Appeal Meeting Request and Position Statement on the Issue of IE Power for Lighting and Communication Systems Gentlemen:
This letter is in response to the NRC letter dated January 10, 1985 (G. W. Knighton to E. J. Woolever).
In that letter, the NRC staff amplified on the backfit requiring that 1E power be supplied to lighting and communica-tion systems.
The previous staf f position was provided in a November 6, 1984, letter from T.
M.
Novak to E. J. Woolever.
The DLC response to the November 6 letter was provided by DLC letter 2NRC-4-195, dated November 20, 1984. Although the January 10, 1985, letter did not specify a suggested time for implementation, DLC believes th at the staff position is sufficiently defined to warrant scheduling an appeal meeting.
DLC proposes that the first appeal of this issue be scheduled during the week of February 11-15, 1985.
This backfit requitecient was initiated by the Power Systems Branch (PSB), Mechanical Section.
The staff basis for this requirement is in part based on Standard Review Plan (SRP) Section 5.4.7.
The Review Responsibility section of SRP 5.4.7 lists the Reactor Systems Beanch (RSB) as the primary secondary review branch is assigned.

DLC therefore requests that RSB management participate in the appeal meetings on this issue.
The NRR procedure fo r management of plant specif ic backfitting specifies that the appeal meeting agenda be developed from the staff and licensee positions and be distributed prior to any meeting.
An outline of DLC's position on this issue is attached to facilitate the Project Manager's development of such.
