AND 50-374 1.0 JNTRODUCTIQB By letter dated March 31, 1992, Commonwealth Edison Company (the licensee) proposed changes to the Technical Specifications for Quad Cities Nuclear Power Station, Units 1 and 2, and LaSalle County Station, Units 1 and 2.
The pro)osed changes add an NRC-approved Topical Report to the list cf analytical metiods for determining the cycle specific limits in the Core Operating Limits Report.

[yALVATI0B By letter dated February 27, 1992, the NRC approved Commonwealth Edison lopical Report NFSR-0085 and Supplements 1 and 2.
The NRC determined that the report is acceptable for referencing for future reload cycles for Dresden, Quad Cities, and LaSalle.
Therefore, the licensee's March 31, 1992, letter that adds the report to the Technical Specifications for Quad Cities and LaSalle is administrative in nature.
3.0 S_ TATE CONSULTATION in accordance with the Commission's regulations, the Illinois State official was notified of the proposea issuance of the amendments.
The State official had no comments.

- 4.0 LEElRONMENTAL CONSIDERATION These amendments involve changes in recordkeeping, reporting or administrative procedures or requirements. Accordingly, with respect to these items, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR Sl.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental impact i
statement or environmental assessment need be prepared in connection with the issuance of the amendments.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
