Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the November 6,

1991, full-participation joint exercise of the offsite radiological emergency response plans site-specific to the Vermont Yankee Nuclear Power Station (VYNPS).

The States of New Hampshire and Vermont, the Commonwealth of Massachusetts, and 16 municipalities participated in this exercise.

The final exercise report was prepared by the Region I staff of the Federal Emergency Management Agency (FEMA).

A copy of this report will be provided to the States of New Hampshire and Vermont and the Commonwealth of Massachusetts by the FEMA Region I staff.

g No Deficiencies were identified during this exercise.

However, 36 Areas Requiring Corrective Action (ARCA) and 32 Planning Issues were identified.

FEMA Region I staff will monitor the status of corrective actions relative to these ARCAs and Planning Issues.

Based on the results of the November 6, 1991, exercise, the offsite radiological emergency preparedness for the VYNPS is adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
