The attached relief request, RA11, presents LaSallo's proposed alternative testing; the vibration monitoring program as referenced in the body of the relief request is discussed further in references (b), (c), and (d). This submittal fulfills our commitment as described in item 2.b.(1) of reference (a).

.The ASME Code requires that the pump test parameters of differential pressure and flow rate be measured and compared with the limits given in Table IWP-3100-2.

LaSaile Station has found these limits to-ha restrictive and.can require 1

pumps tc be declared inoperable due to. entry into the Action range when in fact no deterioration of pump function has occurred.

IWP-3210 states that "If these ranges can not be met,.the Owner shall specify in the' record of testo...the reduced range limits to allow the pump to fulfill its function, and those limits shall be used in lieu of-- the ranges given in 'Iable IWP-3100-2. "

Since the purpose of pump testing is to detect deterioration of pump function, establishing higher upper limits for pump ter* quantities to account-for extraneous conditions will have na 9ffect on the i

ability to detect changes in the pump's hydraulic puformance.

The American National Standard for Inservice Testing 'of pumps (ANSI /ASME'OM-6-1987, Draft 11, Rev. 0) reflects this position.

Coupled with the=above, is the use of a more extensive vibration monitoring - prcgram than 1 ASME Section XI requires.

The -LaSalle vibration program meets all..of the requirements delineated-in ANSI /ASME OM-6-1986,-Draft 8.

Vibration analysis is a reliable performance. Indicator of pump mechanical condition and provides positive identification of degrading conditions.

LaSa11e's vibration monitoring program is described in relief request RP-04.
