' Dear Sir As required by 10 CFR 26.71(d), this letter submits the performance data for'our Fitness-for-Duty program for the period January 1992 through June 1992.

The data for our Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and Limerick

. Generating Station (LGS), Units 1 and 2, sites are provided in Attachments 1 and 2.

Data for our Corporate Office and Nuclear-Group Headquarters specimen collection sites (i.e., 2301 Market Street, Philadelphia, PA and 955-65 Chesterbrook Boulevard, Wayne, PA respectively) are also provided in Attachment 3.

-The data are reported on the January 1992 revision of the Fitness-for-Duty (FFD) Performance Data form provided by the Nuclear Management and Resources Council (NUMARC), and include the.following.

. Drugs = tested for and cut-off levels, including tests for other drugs (i.e., barbiturates and benzodiazepines).

Note that there were no events that were reportable in accordance with-10CFR26.73 during this period.

As a result of our analysis, we have concluded that there is not an abuse problem associated with the workforce use of barbiturates and benzodiazepines.

Accordingly, we have decided to exclude those two drugs from our testing panel.

This action was offective on July 1, 1992 and this is the last report which will include test results for these drugs.

Specific results of this analysis are included in Attachment 1, 2, and 3.

II. Management Actions.

During the period, two PECo employees tested positive at PBAPS. One of the employees tested Jositive as a result of random testing.

The employee completed relabilitatinn and his uniscorted access was subsequently reinstated. The second employee tested positive on a follow-up test ordered as a result of a previous positive test.

As a result of this second positive test, unescorted access has been denied for three years..

During the period, two contractor employees (one (1) are-access, one (1) random) tested positive at PBAPS. Unescorted access las been denied for both contractor employees in accordance with PECo's Fitness-for-Duty (FFD) Specification'forContractors.

III. Events Reported Under 10CFR26.73 There were no events reported to the hRC 'Inder 10CFR26.73 during the period January - June 1992.

NuclearQua],tyAssuranceAudit During the period a performance based audit of the Fitness-for-Duty program was performed to assess the adequacy of the program's implementation.

Overall the preliminary Nuclear Quality Assurance (NQA) Audit Report indica,tes that the program is being implemented effectively.

Two audit findings were identified.

R_andom Testing Rate PECo conducts random testing at the annualized rate of 100%.

The

" average number with unescorted access" includes personnel badged et both PBAPS and Limerick Generating Station.

FE00 maintains separate testing " pools" for employeea and contractors.

VI.

Additional Information During the period, an analysis was conducted to determine the value of testing for barbiturates and benzodiazepines.

The review identified PECo conducted 22,958 that during the two-year period of 1989 and 1990,i.e., EMIT) positives, drug tests. Of the 989 presumptive preliminary (

wereconf)irmedpositivebytheMedicalReviewOfficer(MRO)(I.only14 268(27% were for barbiturates or benzodiazepines. Of those e.,

Initictives Taken The following summarizes the results of sweeps conducted by Philadelphia Electric Company's (PECo's drug sniffing canine teams at Limerick Generating Station (LGS) du) ring this period.

January 23, 1992 - General team sweep of the Personnel Processing Center and PECo warehouse. Results: Seven activ6, ions.

No drugs found or forensic samples taken.

B.

February 4,1992 - For cause team search of a contractor's private vehicle. Results: No activations.

Investigation verified off site drug and alcohol abuse. Plant access revoked.

C.

February 26, 1992 - General team sweep of the Administration Building, Fifth Floor, and the Central Alarm Station.

Results.: No activations.

D.

March 17, 1992 - For cause team search of a contractor's private vehicle.

Results: Multiple activations. Numerous prescription drugs located.

Investigation verified off site abuse of alcohol and illegal and prescription drugs.

Plant access revoked.

E.

March 21, 1992 - For cause team search of a private vehicle.

Results:

No activations.

Empty beer can discovered in the vel.icle.

Employee evaluated and disciplined.

F.

March 26, 1992 - For cause team search of a private vehicle.

Results: No activations.

Search revealed a loaded handgun in the vehicle. Contractor employee arrested. Plant access revoked.

G.

April 29, 1992 - General team' sweep of the Administration Building, specifically the Inst *umentation and Calibration Equipment Issue Area, Third Floor, and the Second Floor.

Results:

No activations.

May 13, 1992 - General team sweep of the training facility.

Results: Two activations.

No drugs found and no forensic samples taken.

11. Management Actions Two PECo employees tested positive during the period. One test was random. The second positive was a result of a follow-up test.

Unescorted access has been denied for thirteen contractor employees.

IV. Nuclear Quality Assurance Audit During the period a performance based audit of the Fitness-for-Duty program was performed to assess the adequacy of the program's implementation. Overall, the )reliminary Nuclear Quality Assurance (NQA) Audit Report indicates tlat the program is being implemented effectively. Two audit findings were identified.

Additional Information During the period, an analysis was conducted to determine the value of testing for barbiturates and benzodiazepines.

The review identified that during the two-year period-of 1989 and 1990, PECo conducted 22,958 drug tests.

Of tne 989 presumptive preliminary (i.e., EMIT) positives, 268 (27%) were for barbiturates or benzodiazepines. Of those, only 14 were confirmed positive by the Medical Review Officer (MRO) (i.e., a aositive rate oi' O.06%)iazepines are not an abuse problem within ourBased upon th

Initiatives Taken The following summarizes the resuits of sweeps conducted by Philadelphia Electric Company's (PECo's) drug sniffing canine teams at Corporate and Nuclear Group Headquarters during this period.

Chesterbrook Facility.

A.

February 24, 1992 - General team sweep of Nuclear C*oup Headquarters, Building 965 Wings B and C, Third Fioor. Results:

One activation.

No drugs found or forensic samples taken.

B.

June 8, 1992 - General team sweep of Nuclear Group Headquarters, Building 955, Wing A, First Floor.

Results:

No activatioas.

II.

Management Actions One PECo employee tested positive as a result of a for cause test.

Unescorted access has been denied for the employee who is currently suspended pending termination.

One contractor employee tested positive as a result of a for cause test.

Unescorted access has been denied.

III. Events Reported Under-10CFR26.73 No events were reported to the NRC under 10CFR25.73 during the period January - June 1992.

Nuclear Quality Assurance During the period a performance based audit of the Fitness-for-Duty program was performed to assess the adequacy of the program's implementation. Overall, the areliminary Nuclear Quality Assurance (NQA) Audit Report indicates t1at the program is being implemented effectively.

Two audit findings were identified.
