Dear Mr. Asher:
As a consequence of my appearance on January 14th before the Licens-ing Board of the Nuclear Regulatory Commission, it has come to my attention that you and the other parties to the current hearings on emergency planning for the Limerick Generating Station have before you a document (received into evidence as applicant's Exhibit E-4) which has boon char-acterized as a " Final" draft of a Bucks County support plan. This document is dated October 1984.
It has further come to my attention that Mr. Bradshaw of Energy Consultants has testified (at Tr. 17,234) that the "...(Bucks] County Coordinator ... indicated that all items within that Support County Plan had been completed."
Mr. Charles McGill, the Bucks County Coordinator and our Emergency Management Agency Director, has informed me that this is not the case, lie has told me that he does not consider any existing draft or form of a support plan for Bucks C(unty to be in " final" form.
I wish to bring this matter to your attention in view of the fact that you are currently reviewing the plan submitted by Philadelphia Electric Company to determine whether there is reasonable assurance that the public can be protected.
