HATCH NUCLEAR PLANT UNIT 1 REQUEST TO AMEND FIRE PROTECTION TECHNICAL SPECIFICATIONS Gentlemen:

In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby submits a request to amend Plant Hatch Unit 1 Technical Specifications (Appendix A to Operating License DPR-57) to reflect changes in fire detection as a result of control room and

" Appendix R" modifications. Specifically, the number of fire detectors and the number of minimum operable required fire detectors cited in Technical Specification Table 3.13-1 are changed for the Control Room (Unit 1) and its peripheral rooms. In addition, similar information is being provided . for the LPCI Inverter Room which is being added to the aforementioned Technical Specifications table. The number of' minimum operable required fire detectors for the Control Room (Unit 2) is also being changed in Table 3.13-1 to reflect plant conditions. Instructions for the incorporation of the change and the proposed change are included as Enclosure 1.

The proposed change has been reviewed and approved by the Plant Review Board and the Safety Review Board and has been determined not to constitute an unreviewed safety question. The probability of occurrence and the consequences of an accident or malfunction of equipment important to safety would not be increased above those analyzed in the FSAR because the operation of safety-related equipment is not affected by the proposed change. The possibility of an accident or malfunction of a different type than any analyzed in the FSAR would.not result from this change because no new mode of failure is introduced. Stolz, Chief Operating Reactors Branch No. 4 January 17, 1985 Page Two basis for any Technical Specification would not be reduced by this change because operation of the plant would remain within previously analyzed limits.- Also, the proposed change has been evaluated not to involve significant hazards considerations. The safety evaluation as required by 10 CFR 50.59 is included herein as Enclosure 2. The significant hazards review as required by 10 CFR 50.92 is documented in Enclosure 3.

Pursuant to 10 CFR 170.21 a check for the amendment application of $150.00 is enclosed.

Pursuant to the requirements of 10 CFR 50.92, J. L. Ledbetter of the Georgia Department of Natural Resources will be sent a copy of this letter and all applicable enclosures.
