Davis letter to Cordell Reed dated August 6,1992 transmitting Quad Cities Station Ir.;tial SALP 10 Report The reference letter transmitted the Initial SALP 10 Report for the Quad Cities Station that eJmmarized the Station's performance for the period of March 1,1991 through May 31,1992. Commonwealth Edison Company (CECO) would like to thank you for meeting with us and presenting the SALP 10 Report on August 25,1992, as well as affording us the opportunity to provide our views on the SALP results. This letter provides CECO's comments to the report as discussed during the meeting.

CECO acknowledges the NRC's recognition of improving aerformance in the Plant Operations functional area. CECO remains committed to its ncreased management effectiveness which has contributed to improved communications, adherence to procedures, and a reduction in personnel errors. We are also pleased that the Security functional area was agalii rated as Category 1.

As noted, the Emergency Preparedness functional area received a Category 1 rating with a declining trend. CECO is concerned with this negative trend; however, we feel that our corrective actions, as demonstrated during a special exercise, have been comprehensive and effective. Additionalimprovements are scheduled in this area.

Again, CECO's commitment to improved management involvement has shown positive results. This improvement and support has decreased errors in the Maintenance / Surveillance area and emphasized personal accountability. Regarding management of the control room work request backlog, CECO will continue the implementation and management oversite of a revised tracking and prioritization program for control room work requests. This program allows CECO to effectively focus resources on the reduction of the backlog.

Document Control Desk August 27,1992 In the area of Engineering / Technical Sup rt, CECO appreciates the recognition by the NRC of improvements in steffin levels, corporate engineering presence onsite, and technical staff involvement.

ECo acknowledges the NRC's concerns with respect to resolution of engineering technicalissues. Quad Cities will continue its efforts toward effective resolution of technical issues and correcting problems. CECO has addressed the generic issue of oversight of the MOV program by forming an MOV Project Team. This team will ensure that commitments and technical issues in their areas are resolved in a timely and cost effective manner. Regarding control of contractor activities, CECO has implemented a systematic program which has led to increased CECO guidance, direction, and training of contractor personnel. With respect to oversight of the System Engineering Staff, CECO will develop and implement an overview program for the Technical Staff, similar to the operations overview program.

In closing, CECO apareciates the efforts of the Nuclear Regulatory Commission in preparing anc presenting the SALP Report. CECO believes that increased management involvement / effectiveness and personal accountability are the keys to sustaining Quad Cities Station improvement. To that end, Quad Cities remains committed to the management expectations and programs outlined in the Quad Cities Management Plan.
