The U S. Nuclear Regulatory Commission (the Commission) is considering l

issuance of an exemption from the schedular requirements of Appendix E,Section VI(4)(d) of 10 CFR 50 to TU Electric (the licensee), for operation of l

the Comanche Peak Steam Electric Station (CPSES), Unit ), located in Somervell County, Texas.

Identification of Proposed Action The proposed action would grant an exemption from the requirement of Appendix E,Section VI(4)(d) of 10 CFR 50 to complete installation of the Emergency Resocnse Data System (ERDS) by February 13, 1993.

By letter dated June 1, 1992, the licensee requested an exenption from Appendix E, Section i

VI(4)(d) of 10 CFR 50 that would defer the installa, tion of the ERDS because of a planned replacement of CPSES Unit I computer system.

The computer

replacement will be completed during the third refueling outage currently scheduled during the rourth quarter of 1993.

t The Need for the Proposed Action Section VI(4)(d) of Appendix E, 10 CFR 50, requires the licensee to complete implementation of the ERDS by February 13, 1993, or before initial i

escalation to full power, whichever comes later.

The change-out is to be completed during the third refueling outage scheduled for the fourth quarter of 1993, i

i Environmental Impacts of the Proposed Action The proposed exemption affects only the licensee's required date for i

implementing its ERDS.

Thus, post-accident radiological releases will not i

differ from those determined previously, and the proposed exemption does not otherwise affect facility radiologica? effluents, or any significant occupational exposures. k'ith regard to potential non-radiological impacts, the proposed exemption does not affect plant non-radiological effluents and has no other environmental impact.

Therefore, the Commission concludes that i

there are no measurable radiological or non-radiological environmental impacts associated with the proposed exemption.

Alternative to the Proposed Action Since the Commission has concluded that there is no measurable environmental impact associated with the proposed exemption, any alternatives either will have ao environmental impact or will have a greater environmental 3

impact. The principal alternative to the exemption would be to require an earlier date for the implementation of the ERDS.

Such an action would not enhance the protection of the environncnt.

The exemption will allow for the licensee to complete a change-out of the. computer system which drives the ERDS.

The change-out is to be completed during the third refueling outage scheduled for the fourth quarter of 1993.

Alternate Use of Resources This action does not involve the use of any resources not previously considered in the Final Environmental Statement for the Comanche Peak Steam 4

Aaencies and Persons Consulted The NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING 0F NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact F

statement for the proposed exemption.

Based upon the environmental assessment, the NRC staff concluc'es that the proposed action will not have a significant effect on the quality of the human environment.

For further details with respect to this action, see the licensee's letter dated June 1, 1992.
