Init_latives Taken During this reporting period,
.he Facility License, NPF-82, was transferred from the Long Island Lighting Company to the Long Island Power Authority.
The basic elements of the Fitness for Duty have remalned intact.
QA Audits and surveillances continue to be scheduled and performed to promote program effectiveness.

Effectiveness Evaluatiqn During the reporting period, there were no instances of finding drugs or alcohol in the secured area of the site, and no allegations regarding drug or alcohol use.
One "for-cause" test was performed, and the results were negative.
It is concluded that the Fitness for Duty Program continues to be effective in meeting its objective of maintaining a safe, drug and alcohol free, work environment.

Data Analysis an_d Actions During the previous reporting period (July 1 - Dec. 31, 1991) an increase in the number of positive pre-badge test results was noted.
This trend has been reversed in this reporting period, as only 1 person out of 430 tested positive in pre-badge testing.
This is attributed to more effective screening of personnel by the Contractor and increased awareness on the part of prospective plant workers that an alcohol and drug free policy exists at Shoreham, and a SNPS Fitness for Duty Program, including random testing, remains in effect.
The actions taken during this period for the positive test results were as follows:
Licensee random positive alcohol test -

Employees were escorted offsite and unescorted access was revoked.
The employees were suspended and referred to the EAP.
Based on their participation in the EAP, and a negative retest, unescorted access has been restored.
These employees are currently enrolled in a follow-up testing program, Licensee random positive drug test - Employee's access o
to the site was revoked for 14 days.
