By this letter, TVA provides a self-assessment of SQN performance during the period beginning June 2, 1991, and ending June 19-1992.
The enclosed information is provided for NRC consideration in the review of SQN performance during the= assessment period'ending August 1, 1992..-This letter also documents theLinformation presented.to NRC by TVA during the July 1, 1992, meeting in Atlanta, Georgia.
-The previous Systematic Assessment of Licensee Performance
.(SALP) report for.SQN (IR 91-11)'is dated Augu.et 8, 1991.
It assessed performance 1st SQN from March 6, 1990, through June 1,
- 1991, In general, NRC concluded that performance in all1 areas-of evaluation exceeded reculatory requirements.-
Emergency-Preparedness and Security were assessed a Category 1
-rating due to improved performance.. Maintenance / Surveillance was rated as Category 2,
" Improving."
All remaining functional areas received Category-2 ratings.

Nuclear Regulatory Commission Page 2 August 15, 1992 Even though the previous SALP results for SQN were positive, the report identified weaknesses in several functional areas.
For example, the SALP indicated that Reactor Engineering support was weak but improving. In the area of Maintenanec/ Surveillance, weaknesses were identified in connection with preventive and predictive maintenance.
TVA remains committed to the overall goal of continually striving to improve overall performance at SQN.
At both the corporate and plant level, TVA has a management team dedicated to and capable of achieving that objective.
The overall focus of this team will be directed towards planning, personnel performance, self-assessment capabilities, and hardware upgrades.
The enclosure identifies and discusses " Major Accomplishments" and " Areas for Future-Focus" in each of the seven functional areas of evaluation.
Included in this discussion is a review of the actions undertaken during the current assessment period to address the weakncsses identified in the previous SALP report, as well as current issues.
The TVA management team is driven by a philosophy of excellence.
We emphasize that this philosophy is not simply an intellcotual credo.
It has been put into practice at SQN.
TVA is overcoming impediments to a proactive, forward-looking operatir.g environment at SQN.
In sum, SQM has made significant progress since restart.
TVA is proud of these accomplishments.
At the same time, TVA recognizes that further improvements in performance are necessary in all functional areas.
Actions fostering improved team work and more effective communication of management expectations regarding responsibility and accountability for day-to-day plant operations are being incorporated into ongoing improvement efforts, Sincerely, y,
