PROGRAM EFFECTIVENESS North Atlantic Energy Service Corporation has been involved in

]

~

the systematic collection and analysis of objective FFD data since the inception of the current regulations.

The-information 1

collected for this period is presented in the graphic analysis beginning after the management summary in this report.

Late in this period North Atlantic began bringing in short term contractors for the refueling outage whichlwill take place during the next period.

This accounted for 128 outage related pro-badging and random tests.

Three of these were positive.

If the outage related tests are deducted from the total tests for 7

this six-month period,_the positive percentage rate for non-outage related tests is approximately 0.12%.

This compares to_a i

positive percentage rate of 0.25% for the first half of 1991, and a rate of 0.76% for the first half.of 1990.

Neither of these l

previous periods included outage related tests.

l There were no drug or alcohol related accidents or incidents during this period which had the possibility of affecting public health or safety.

4 All available evidence indicates that the continued support of-management and employees has provided the basis for the FFD program's effectiveness in achieving a workplace free from_.the effects of drugs and-alcohol.

INITIATIVES The following items are a summary of initiati'ves taken by North Atlas. tic Energy Service Corporation based on program reviews and identified weaknesses.

1.

Evaluated RBT IV Evidential Grade Breath Analysis Device for future consideration.

i 2.

Designed and impleinented' plan to meet drug and alcohol screening demands of second plant outage, and ordered necessary materials.

3.

Made the following procedural changes during the first six months of-1992:

a.

Clarified action to be taken and conditions to be met upon return to work of any individual removed _from duty under Fitness-for-Duty because of mental or physical impairment, b.

Added specification that licensed operators may-be subject to a range of-possible NRC actions for Fitness-for-Duty violations.

c.

Clarified actions to be-taken on persons not available for testing and not subject'to an approved-behavior observation program for 60 days or more.

i 3LIND SPECIMENE l-North: Atlantic Energy To ensure laboratory quality. control, Service Corporation contracted with Duo Research Inc., Annapolis, 1

MD, to provide blind performance test specimens that were submitted' to the contracted HHS-certified laboratory, SmithKline Beecham Clinical Laboratories,- Philadelphia, PA, in accordance with the NRC Guidelines (10 CFR 26, Appendix.A).

Approximately 80 percent of these blind performance test specimens were blank.(i.e. certified' s

to contain no drug) and the remaining samples were positive for.one or more drugs per sample in a distribution such that all the drugs ~

to be tested were included in approximately equal frequencies of challenge.

l During the first six months of-1992, North Atlantic : Energy Service Corporation submitted 115 blind performance test specimens to SmithKline Beecham Clinical Laboratories with the following results:

  • This total includes three samples containing a-higli concen-tration of the over-the-counter stimulant ephedrine that were_sent i

to challenge the laboratory on its ability. to distinguish' this drug from. methamphetamine.

This was prompted by a number of false positive reports generated in three_other laboratories.

All three samples were correctly reported-negative.

4 One of the blind specimens, containing _ THC. metabolite, was reported as negative.

Duo.Research conducted an unannounced inspection - ' and reported that 1 although the sample contained a concentration of the_ metabolite over~100ng/mL, it gavs a response in the cannabinoid assay just:below-that of the cutoff calibrator.

All of the control _ samples appeared to respond appropriately.

The' laboratory has not missed. detecting THC metabolite -in similar samples since July 1991.
