Supplement to Request for Temporary Waiver of Compliance; Manual Reactor Trip TADOT Gentlemen:
North Atlantic Energy Service Corporation (North Atlantic) requested on July 30, 1992 [ Reference (b)], a temporary waiver of compliance from the provisions of Seabrook Station Technical Specification Surveillance Require mer.t 4.3.1.1 as it pertains to the performance of the Trip Actuating Device Operational Test (TADOT) for the Manual Reactor Trip fur.ction. Subsequent to the submittal of the request for a temporary waiver of compliance, the NRC notified North Atlantic on July 31, 1992, that the requested waiver should be supplemented to include a request for an exigent Technical Specification change.
Additionally, the NRC requested confirmation that the Station Operation Review Committee (SORC) had reviewed and approved the requested waiver.
North Atlantic has enclosed a proposed exigent Technical Specification change which defines the schedule for complete verification of OPERABILITY of the shunt trip cireititry for the Manual Reactor Trip function. The proposed exigent Technical Specification.:hange adds a footnote to Technical Specification Surveillance P.equirement 4.3.1.1, Table 4.3-1, Table Notation 13, stating the following:
" Complete verification of OPERABILITY of the shunt trip circuitry shall be implemented prior to startup from the first planned or unplanned shutdown, to MODE 3 or lower, occurring after July 30, 1992."
The proposed exigent Technical Specification ch at.se is submitted pursuant to 10CFR50.90. The requested temporary waiver of compliance and proposed exigent Technical Specification change eliminates the need to initiate a plant shutdown to MODE 3 to conduct a
surveillance testing.
North Atlantic determined on July 30, 1992, that the 18 month surveillance testing program for the Reactor Trip Breakers and Reactor Trip Bypass Breakers did not adequately test one aspect of the trip circuitry for these breakers. North Atlantic

Document Control Desk Page two has evaluated the potential to perform the proper testing of the shunt -trip circuit during operation of the unit. Due-to the_ complexity of the testing involved, North Atlantic feels that it would be imprudent to conduct such a complex test'procedurn._with its attendant trip potential. This testing program inadequacy notwithstanding, North Atlantic has determined that based on extensive surveillance and preoperational testing, and based on the diverse trip features (undervoltage and shunt trip attachment), the Reactor Trip Ilreakers and Reactor Trip Ilypass Breakers are fully functional and capable of opening-the breakers in response to a Main Control Board manual trip actuation or manual safety injection actuation.
In support of the proposed exigent Technical Specification change, North Atlantic makes reference to the ' Evaluation - of Safety Significance and No Significant _ l-lazards -

A copy of Reference-(b) is provided as Enclosure 2.
The Station Operation Review Committee has reviewed and approved the request for temporary waiver of compliance and the proposed exigent Technical Specification change.
Additionally, the Nuclear Safety Audit Review Committee reviewed and ' approved the proposed exigent Technical Specification change on August 3,1992.
