In the Reference (a) letter, Commonwealth Edison (CECO) proposed to amend Sections 1.0 and 3.0/4.0 of Appendix A, Technical Specifications to Facility Operating Licenses DPR-29 and DPR-30.

The proposed change involved a rewrite of the Definitions and Applicability sections of the Technical Specifications and was submitted as part of an overall Technical Specification Upgrade Progam (TSUP). The Reference (b) letter provided an enhancement to one definition contained within the Reference (a) tubmittal.

In the Referente (c) letter, CECO proposed to amend Section 3.3/4.3 of Appendix A, Technical Specifications

.to facility Operating Licenses DPR-29 and DPR-30.

The proposed change involved a rewrite of the Reactivity Control section of the Technical Specifications and was submitted as part of the TSUP effort.

The Reference (d) letter provided an addition to an incomplete sentence contained within the Reference (c) submittal.

The purpose of this letter is to inform your staff of CECO's plan to formally withdraw the proposed amendments for Quad Cities Station.

New amendment requests, combined with identical Dresden Station amendment requests, are being submitted as part of a Technical Specification Upgrade Program at both Quad Cities and Dresden Stations.

-The neu amendment requests will be patterned after the original Quad Cities submittal, but will more closely follow the guidelines presented in NUREG-0123, Revision 4.

In addition, the proposed amendments will make the Quad-Cities and Dresden Technical Specifications !dentical within equipment and design limitations.
