- 1) ULNkC-2642, Dated June 8, 1992 During NRC review of'the referenced submittal of the Callaway OQAM, Revision 15, it was noted that in Appendix A, regarding' Regulatory Guide 1.37 paragraph C.4, we had included an allowance for sulfur in compounds which contact stainless steel and nickel-based alloys.
Since we had not previously included an allowance for sulfur, the reviewer interpreted this as a lessening of our previous OQAM commitments.
We understand the Reviewer's concern and have revised the submittal to include our basis for the change.
You will note _however, that the allowable sulfur limit in the revised submittal has been lowered from 1500 ppm to 1000ppn.
This limit is consittent with EPRI guidelines.
OQAM Change Notice 92-02 mark-up (Attachmen; 1) has been issued-to delete the proposed change to Position C.4 regarding sulfur liaits frore OQAM, Revisi7n 15.
Furnished herewith for your review and approval is a copy of Change Notice 92-03 to the Callaway Plant Operating. Quality Assurance' Manual (OQAM) consisting of the_following:

OQAM Change-Notice 92-03 mark-up (Attachment 2),
identifying changes through the use of strikeovers.
2.
_ Explanation and justification fcr the change eo the OQAM (Attachment 3).

July 28, 1992 These changes were discussed in a telecon between Mr. J. V.
Laux and Mr. Fred Maura on July 22, 1992.
Pursuant to the requirements of 10CFRSO. 54 (a) (3), Union Electric has evaluated these changes and has concluded that the revised OQAM continues to satisfy the requirements of.0CFR50, Appendix B.
However, the revision is interpreted as a lessening of commitment, and requires your approval prior to implementation.
