TVA has reviewed the requirements of the subject bulletin and this letter constitutes our not*fication that SQN and BFN have identified the installed Thermo-Las 330 fire barrier systems as required by Bulletin 92-01.

For each plant, the following comporsatory measures have been taken:

BFN placed fire watches on Thermo-Lag protected conduits one inch and smaller.

BFN does not have any Thermo-Lag protected cable trays.

Fire Hazards Analyses (FHA) have been performed for conduits less than four inches protected by Thermo-Lag. In areas where FRA have demonstrated low fire damage potential to Thermo-Lag protected cables, fire watches are not used. The FHA are based on the guidance of Generic Letter 86-10.

The FRA and additional compensatory measures are intended to serve as an interim measure. Additional FHA may be prepared to enhance or relax compensatory measures as appropriate.

- updated and revised, and becauso fire watcher had previously been established for penetration seals, SQN has not performed area specific

- FHA. :SQN has confirmed their existing penetration seal fire watch patrol program includes Thermo-Lag protected conduits and cable trays. SQN may use FHA to enhance or relax compensatory measures as appropriate, after their Combustible I.oading/ plant FRA is updated and revised.

Appropriate actions to verify or restore fico barrier operability are

- being developed through an industry program being coordinated by NUMARC.

~This program will include establishment of a test database, development of guidance for applicability of tests. development of generic installation guidance, and consideration and coordination of additional testing as appropriate. TVA will apply the resul'.s of these efforts, when completed to.the Thermo-Las installations within the scope of Bulletin 92-01.

TVA may-also develop its own program for resolution of this issue to support specific schedule needs for units under construction.

The enclosure contains the commitment umde in this letter.
