Dear Mr. Youngblood:
This submittal provides the Perry Nuclear Power Plant (PNPP) "TransAmerica Delaval Diesel Generator Program Plan", which describes the approach being utilized at PNPP to resolve the SER Outstanding Issue No. 24 on TDI diesel reliability. The program consists of an extensive PNPP-specific application of the TDI Owners Group Program. Our program consists of several phases which parallel those of the Owners Group as noted in the NRC Safety Evaluation Report (SER); 1) Resolution of known generic problems, 2) Design review of important attributes for selected engine components, 3) Expanded engine testing and inspection, and 4) Maintenance & surveillance program.
The objective of the PNPP-specific program is to resolve NRC concerns on reliability of the TDI engines in support of the Perry Nuclear Power Plant Unit I licensing schedule.
Copies of the Owners Group Phase II design review / quality revalidation (DR/QR) reports for PNPP are included as an attachment to the Program Plan. Any comments resulting from CEI reviews of the DR/QR package will be forwarded to NRC as soon as they are identified. Also included is a cross-reference between this Program Plan and your December 10, 1984 letter on the verification required for licensing of PNPP.
